Village Planning Committee Minutes

June 17, 2009

7:00 pm, Hancock town Library/Daniels Room

 

Committee members attending: Mary Covington, David Drasba, Michael Fallon, John Jordon (for Select Board), Howard Mansfield, Tom Pisaturo, and Dennis Rossiter.

Public in attendance: Jack Bowes, Roberta LaPlante, and Nahida Sherman.

 

David Drasba reported on a meeting between himself, Michael Fallon, Kurt Grassett, Chad Branon of MLS and Jon Kallfelz, assistant district engineer, NH DOT. Drasba reported that the NH DOT is generally supportive of the plan. Specific comments from NH DOT include:

* Road narrowing to 11 foot travels lanes and 2 foot shoulders is acceptable.

* NH DOT strongly supports straight granite curbing, but will accept sloped granite curbing. Does not support asphalt curbing.

* Not fully grouting between curb joints (so the grass will grow in between quicker) also appears to be acceptable.

* The idea of no curbs in some areas subject to the need for drainage was discussed. NH DOT will comment formally after MLS makes the 30% design submission.

* Issue of the intersection of Rt. 123 & Rt. 137(South) was discussed. NH DOT suggested realignment to create a T intersection. This could allow the road crossing the town common to be closed, but it would also affect the location of telephone poles on common. VPC agreed that the issues needs to be examined carefully.

* Plans for the west end of the study area are still unresolved. NH DOT does not support a stop sign. Kurt Grassett needs to meet with the NH DOT Traffic division to resolve the issue. NH DOT supports an island, but whether the public will accept an island needs to be resolved.

* NH DOT accepts chip sealing of shoulder areas.

Others matters discussed at the 6/17 VPC meeting include:

 

* Jack Bowes stated that the NH DOT might be more flexible than the VPC thinks.

* Nahida Sherman asked if an NH DOT representative should be asked to attend the next public meeting. VPC felt probably no.

* MLS to prepare 30% design plan for submission in time for July 8 VPC meeting.

* VPC discussed how to structure the next public meeting in order to best determine the degree of public support for the plan.

 

Next VPC meeting scheduled for Wed., July 8, 2009 at 7:00 pm in the Library Daniels Room.
